It sounds a little bit like they rushed into colliding particles so they could get good press. It was originally designed for 7 trillion electron volts but at this point it can only handle half of that. I think that after working on it for months they should at least take the time to make the LHC work as it was originally supposed to.
they are working their way up to full power. Part of why it broke the last time was that they started testing a high energy too soon. Now they're actually taking more time to test and verify it. Nothing about getting this thing to work is going to be rushed.
